Since I interviewed Jüri Luik at the end of March 2017, he has reprised an old position, having recently been re-appointed as Estonia’s Defence Minister. It’s a job he held in the difficult years immediately after independence in the early 1990s, as Estonia navigated its way out of Soviet control.

At the time of this interview, Jüri was Director of the ICDS—International Centre for Defence & Security, based in the Estonian capital Tallinn. His return to government is a sign that Estonia’s leaders takes the threat of Russian provocation or aggression seriously, and Jüri is probably the only person with the experience to negotiate these tricky waters.
